Liverpool Street Station Green Light Sparks Heritage Battle

The City of London Corporation has controversially approved plans for the redevelopment of Liverpool Street station, a decision met with strong opposition from heritage groups. The project, initially conceived by Network Rail and Herzog & de Meuron, and later refined by ACME, aims to significantly upgrade the Victorian station. Key features include an enlarged concourse, eight new lifts, ten new escalators, and a prominent 97-metre-tall glass office building that will wrap around the existing structure. Proponents, like Tom Sleigh of the City of London Corporation Planning and Transportation Committee, hail it as a “state-of-the-art, fully accessible station” that will enhance the local area and enable the station to handle up to 200 million passengers annually, calling it a “very welcome Christmas present.”

However, the proposals have been widely condemned by heritage campaigners. Griff Rhys Jones, President of the Victorian Society, described the approval as “a sad day for the City of London,” while Duncan Wilson of Historic England previously labeled earlier concepts as “incongruous, oversized and misconceived.” Critics argue that the “disfiguring billion-pound office block” is not essential for the City’s development and is unlikely to generate sufficient profit to genuinely improve the concourse. They contend it offers only minimal extra space for passengers, focusing instead on unnecessary retail opportunities.

Furthermore, opponents highlight significant risks to the historic environment. The project is accused of destroying an existing conservation area, demolishing listed buildings, and causing harm to the surrounding historic fabric. The Victorian Society asserts that the justification for the development is based on a “false PR-led assertion” that Network Rail is compelled to build on its London stations. With the backing of thousands, the Liverpool Street Station Campaign (LISSCA) is “prepared for the long haul,” vowing to challenge the decision through the Mayor of London and potentially the Secretary of State for Housing, Communities and Local Government, confident in strong public support for preserving the station.
