London Rickshaw Revolution: TfL’s 2026 Regulatory Plan

For three decades, pedicabs, commonly known as rickshaws, have operated unregulated in London. This has led to widespread concerns regarding safety, fare costs, and driver conduct. TfL, empowered by the Pedicabs (London) Act 2024, is implementing significant regulatory changes by early 2026, following a public consultation with overwhelmingly positive feedback. The proposed regulations aim to address these issues by introducing enhanced criminal record and medical checks for drivers, annual pedicab inspections covering safety features, regulated fares based on journey time, elimination of amplified audio systems, and the issuance of driver IDs and license plates. These measures aim to improve safety, increase standards, and combat overcharging. The initiative is supported by London Mayor Sadiq Khan, who highlights the need to ensure rickshaws are a safe and enjoyable part of the city’s experience. A previous consultation revealed that 75% of respondents felt unsafe using pedicabs, and 85% found fares too high, underscoring the need for regulatory reform. The ongoing consultation aims to finalize these regulations, creating a fairer and safer environment for both tourists and Londoners.
